This was followed by a presentation on fixed line charges.

The existing procedure for new connection for instance is cumbersome and entailed repeated visits by customers. The customer gets to know the amount of service line charges only after the estimation procedure is over- Consequently, there is a substantial delay in giving connection is issuing service line bill and in adjusting differential amount. |

Some of the salient features of fixed line charges are : |

Customer to pay the fixed charges along with application based on connected load. |

The customer to provide sub-station as per requirement of company at a place decided by the company. |

Company will provide specification/dimensions for sub-station. It is proposed to have four different designs to suit the building/ambience such as: Contemporary, traditional, futuristic and Aesthetic. Alternatively, the builder can design the sub station considering the layout, the façade of the surroundings with approval of TPAEC. |

Suggestions from Builders
|
| |
There was overwhelming response from the builders to the Fixed Service Line Charge proposal.

It was suggested that security deposit along with Service Line Charges to be published (TPAEC is preparing a brochure giving all details of service line charges and security deposit). |

TPAEC should have a separate Cell for any problem faced by Builders who approach the company for new connection/extension of load etc. This suggestion was accepted. One officer placed in Naranpura Zone, will be handling only such queries from Builders. |
| • |
In case of commercial complexes, the builders sometimes, face difficulty in selling the original "shop"; they sub-divide the shop space into two or three spaces and hence have to apply for new services. TPAEC will decide such cases on individual merit. It was made clear that for one shop, there will only be one service. |
| • |
There was a suggestion that construction service should be given without approved plan. TPAEC observed that it is risky to give the construction service without approved plan; this may be viewed as if the Company is bye-passing the concerned authorities. |

B.U. permission and related problems were discussed in detail. There is a need to find some solution to the problem. |
| • |
There was a discussion on location of substation in the premises. It is preferable to have substation outside, but nearer to the road. The company will decide the criteria, location and design for substations. |

In many commercial complexes, there is a double wiring; hence there is wastage of wires, besides the need for two test reports. |
| • |
TPAEC suggested that builders shall pay for maximum load and provide wiring from office/residence upto the AEC termination with the proper size of wire. Builders can provide wiring for minimum appliances inside the flat/premises in question. |
| • |
In the proposed fixed line charges scheme, fixed line charges amount will be calculated on the basis of "applied load" TPAEC made it clear that there would be checking of the connected load in all such applications and if the connected load is found to be more than the applied load, the applicant will be liable to pay all the applicable charges and penalties. |
| • |
The builders requested that in case of construction power, no UAE should be charged and no penalty should be levied. However, at any point of time, demand should not be more than the applied load. |
| • |
At the moment, TPAEC is asking for certificate "no future road widening". It is very difficult to get such a certificate. TPAEC have agreed to consider this request. |
| • |
There was also a suggestion for a periodical dialogue with builders' association on a regular basis. TPAEC have agreed for this suggestion. |
| • |
TPAEC suggested to the builders to plan proper space for the meters (termination point) so that all the meters can be installed at one stretch for each building complex, and the meters can be read property. Builders agreed to the suggestion. |

OTHER ISSUES |

| • |
The builders are ready to use fly ash bricks provided the prices are competitive with that of conventional bricks. They also stressed on the need for ready availability of fly ash bricks. |
